Rationale
Wang et al. publish quantitative I2P experiments with a described VPS/host environment, controlled routers and services, and a method for observing online behavior. The external study supplies method and results for a relevant I2P mechanism rather than promotional performance numbers. Revised E04 does not require the exact builds of their customized Java and C++ routers.

Outstanding qualification
Credit the existence of external online-behavior measurements only. The public-network/custom-router study is not an NTCP2-only private-bootstrap experiment and does not establish the selected profile’s vulnerability, anonymity guarantees or throughput. Custom research instrumentation is distinguished from authorship of the evaluated I2P implementations.
