E04-HP: Yes
Rationale
Okwuibe, Liyanage and Ylianttila (2015) report an external testbed evaluation of existing OpenHIP 0.9.1 and HIPL 1.0.8 packages on Ubuntu 12.04 laptops. Sections IV–V describe LAN/WLAN/campus paths, iperf TCP/UDP transfers, 10/200-second sessions and 50 repetitions per direction, followed by numerical throughput results. Credit the OpenHIP protected host-to-host data path, a mechanism relevant to the selected HIP/ESP composition.
Assessment method
Revised E04 documentary assessment of published throughput measurements
Source context
External ICIIS 2015 measurement study, Sections IV–V; RFC 6538 implementation attribution
Outstanding qualification
Independence rests on Oulu researchers measuring the existing Boeing-origin OpenHIP implementation (RFC 6538 Section 7), not an assumption that all HIPL work is institutionally unrelated. Historical HIP software does not validate HIPv2 wire compatibility, selected P-256 identities/transforms, mobility or current throughput. The paper inconsistently names latency/jitter tools, repeats OpenHIP in its WLAN latency comparison and misdescribes historical ESP in its discussion; these claims are not adopted. The verdict relies on the described throughput experiment, not its causal explanations or latency ranking. No new run or exhaustive affiliation audit.
