E03-TO: No
Rationale
No for the complete selected composition, which includes onion-service Conflux linking and session resumption. The official onion-service implementation matrix lists Conflux as planned for both C Tor and Arti. The C Tor source explicitly excludes onion-service Conflux; Arti issue 1836 remains open, and the design sketch at commit 3adfc4b052b6520c12f6193c593c5557fa5f3771 explicitly excludes full session resumption from the initial implementation work. These positive implementation-scope statements establish the missing component, rather than merely an unsuccessful source search.
Assessment method
Documentary implementation-scope assessment; no runtime or exhaustive third-party fork audit
Source context
Official implementation matrix, open Arti implementation ticket and pinned C Tor/Arti source documents; reviewed 2026-10-15
Outstanding qualification
This does not deny that C Tor and Arti are public open-source implementations of deployed Tor onion services. It denies complete implementation coverage of the richer profile selected in this comparison. General exit Conflux and design-level support do not satisfy this implementation criterion. The matrix is dated 2026-08-19; the ticket and pinned October source were checked separately. Revisit on a concrete implementation of onion-service linking and full resumption, or an explicitly approved profile change. No other Tor capability verdict changes.
