E03-RA: Yes

Rationale

IRATI publicly supplies the Linux implementation of normal DIFs and the Ethernet shim, together with user-space libraries, management daemons, routing policies and build instructions. Component license files and source headers identify GPL v2 and LGPL v2.1 families, both OSI-approved. This establishes an obtainable open-source implementation for the selected composition.

Assessment method

Public source-tree, license-file and component-header inspection

Source context

IRATI public implementation and component licenses at pinned commit

Outstanding qualification

Source-availability assessment pinned to IRATI commit 726b535c908f8a74e8c68dd493cfbb1bd8726546. The inspected kernel RMT and Ethernet shim use GPL-2.0-or-later; librina carries LGPL-2.1, rinad and tools GPL-2.0 license texts, and the inspected default routing policy has an LGPL-2.1-or-later header. File-specific and bundled third-party notices remain applicable. No build, runtime qualification, security-suite validation or independent interoperability test was performed.
