E03-NS: Yes
Rationale
The selected nostr-rs-relay commit publishes the NIP-01 relay and SQLite implementation under MIT, with a public Cargo dependency manifest. A complete open source path includes go-nostr v0.9.0 (MIT) for event signing, verification and multiple WSS relays, and nginx 1.26.3 (BSD-2-Clause) with OpenSSL for TLS 1.3 and HTTP Upgrade proxying. The Go/Rust runtimes, WebSocket and secp256k1 libraries and bundled SQLite are public-source components. Thus the selected relay need not rely on a proprietary client or TLS service.
Assessment method
Documentary classification; no new build or runtime experiment
Source context
Versioned primary-source review, 2026-10-15
Outstanding qualification
Public source availability only; no fresh composed build, interoperability or deployment certification. Preserve the selected in-memory relay and host no-retention conditions, disable proxy persistence as previously required, and select TLS 1.3 explicitly. The nginx example is a source witness for the already selected WSS layer, not an added protocol or public deployment. Optional NIPs are not credited; SQLite is public domain and other components retain their own notices.
