E03-ND: Yes
Rationale
NFD 24.07 and ndn-cxx 0.9.0 publish the forwarding, direct-Ethernet/Unix faces, ECDSA signing and configured-anchor validation code under GPL-3.0-or-later for NFD and LGPL-3.0-or-later for ndn-cxx. The documented Linux build uses public Boost, OpenSSL, SQLite and libpcap sources; no proprietary protocol engine is required.
Assessment method
Documentary classification; no new runtime, interoperability or security experiment
Source context
Primary documents, published reports and versioned source review, 2026-10-15
Outstanding qualification
GPL/LGPL components with Boost Software License, OpenSSL 3 Apache-2.0, public-domain SQLite and BSD libpcap components. Optional platform integrations are not needed. This does not resolve runtime privileges or performance.
