Rationale
HDTN 7fbe90c supplies public LtpEncapLocalStreamEngine source: SendPacket wraps each LTP segment using GetCcsdsEncapHeader(ENCAP_PACKET_TYPE::LTP) and writes it to a local stream. LICENSE.md is Apache-2.0. This identifies a concrete open-source LTP/Encapsulation component rather than an unspecified candidate; it does not establish the complete selected BPv7/BPSec/SABR/Encapsulation/AOS implementation or all dependency licenses.

Outstanding qualification
Bind an actual AOS virtual-channel packet-service provider and its Encapsulation interface, then map BPv7/BPSec and SABR metadata to the selected all-red LTP composition. The shipped demonstration enters via STCP and leaves via LTP/Encapsulation local sockets; it does not qualify the selected no-IP complete path. The EncapRepeater only forwards encapsulation packets between local streams and is not an AOS frame/channel implementation. Do not infer universal absence of another implementation. Audit required dependency licenses and provider source availability before an E03 Yes.
