E03-LI: Yes

Rationale

The pinned Apache-2.0 lispers.net implementation provides ITR, ETR, Map-Resolver and Map-Server sources and declares RFC 9300/9301 support. Its configuration reference provides numeric addresses, EID prefixes and local authentication keys for the selected composition. The Python 3 recipe identifies its required packages; direct/default-runtime dependencies have published source distributions and open-license metadata. Direct source-license checks confirm BSD-3-Clause for cheroot and curve25519-donna and MIT for python-pytun. This is sufficient documentary evidence of publicly obtainable open-source implementation, without requiring a successful local build.

Assessment method

Pinned implementation, configuration and public dependency-source review

Source context

lispers.net source/configuration; published package sources and license records

Outstanding qualification

No installation, complete SBOM audit, compatible dependency lock, conformance test or independent interoperability result is claimed. The dependency-source inventory uses current package metadata rather than resolving all version constraints. OS/toolchain sources and open licenses are supporting platform dependencies, not a reproduced build. Other optional LISP features are not silently added to the selected profile.
