E03-IP: Yes

Rationale

Linux 6.12 provides native IPv4/IPv6/ICMP and multicast host support in public GPL-compatible kernel source. FRR 10.2 supplies public BGP and PIM routing code with its composite GPLv2-or-later distribution terms. This is a complete open software path for the selected native IP stack, not merely a sockets wrapper.

Assessment method

Documentary classification; no new runtime, interoperability or security experiment

Source context

Primary documents, published reports and versioned source review, 2026-10-15

Outstanding qualification

The Linux/FRR source and documented open dependencies are the witness; proprietary router firmware is unnecessary. Installation, operational scale and configured policies are separate, and no fresh build was performed.
