E02-IP: Yes

Rationale

Fernando Gont published RFC 6274 (2011), based on the UK CPNI security-assessment project, independently examining established IPv4 specifications and implementation practices. It analyzes header processing, fragmentation/reassembly and other native IP mechanisms. This is a published external security assessment of the selected IPv4 datagram service, not merely a cipher review or the original protocol author asserting security.

Assessment method

Primary-document and source-scope analysis; no new full-stack execution

Source context

Primary evidence reviewed 2026-10-15; retained hashes in round228-sources.json

Outstanding qualification

Scope: IPv4 mechanisms in the report, not IPv6, BGP/PIM, every current OS or the entire optional profile. Author affiliation and commissioned CPNI origin are explicit; no clean audit, current vulnerability claim or full-stack certification follows. E02 requires a scoped analysis of security-critical mechanisms, not universal coverage.
