Rationale
New criterion: evidence for this exact selected profile has not yet been established. Missing evidence is not a negative finding. JPAN README at fbc7aabe1accb81385b943508bf6a835e58c2d95 identifies a pure-Java SCION endpoint stack supporting UDP and SCMP (README artifact version 0.8.0). It distinguishes rudimentary simulated-network JUnit tests from recommended testing against the reference SCION network or SCIONLab. This is a concrete second-codebase candidate, not a completed independent interoperability report.
