E01-AX: Yes

Rationale

Public GitHub Actions run 38866148407 on 2026-10-16 at Packet.NET commit 1c42ee63 reports success for the AX.25/general interoperability step. Its selected non-skippable Connected_IFrame_RoundTrip_Against_Linbpq_Node_Prompt test establishes a connected AX.25 link to the independent LinBPQ implementation, receives a nonempty I-frame banner, transmits a command, requires a nonempty PID 0xF0 response and disconnects. Source and successful step jointly provide a bounded documentary execution witness under E01; this is stronger than the previously retained test recipe alone. Packet.NET sibling language ports are not counted as independent implementations.

Assessment method

Bounded execution inference from successful CI step and selected non-skippable test; no new execution

Source context

Public CI run and job-step results plus pinned native test and container configuration

Outstanding qualification

Credit only common connected-mode AX.25 exchange over KISS-TCP and a simulated AFSK channel, not physical serial/radio or the complete selected AX.25 plus classic NET/ROM composition. CI result is executor-attributed; no local rerun. Individual test logs were unavailable through the anonymous API (403), so the conclusion is explicitly an inference from a successful selected step and its non-skippable test source, not an inspected per-test transcript. The separate NET/ROM step also succeeded, but its L4 AXUDP test can skip on failed reachability; do not infer its individual execution from the green step. No NET/ROM circuit credit here. Neither annotation is independent runtime-version verification. No RF, INP3, performance, security, global-scale or E04 qualification.
