Rationale
The selected end-system identity is its host-configured IPv4 EID. Adding independent EIDs requires address provisioning and corresponding mapping/routing administration; opening a new UDP port does not create a new independently controlled network identity. Linux interface configuration is protected by CAP_NET_ADMIN.
