D04-I2: Yes
Rationale
The I2P SAM API supports destination-key generation and session creation with caller-supplied private destination material or a newly generated transient destination. The client can then connect or accept streams for that destination through the already available router. Additional destination identities do not require new shared interface addresses or routes.
Assessment method
Documentary API and selected-profile analysis; no new network execution
Source context
Official API/specification and implementation documentation retrieved 2026-10-15; retained source digests
Outstanding qualification
SAM is a local client API to the selected I2P destination mechanism, not an extra Internet transport in the column. Access to the router/API must already be authorized; Java I2P may require SAM to be enabled during setup. Destination private material is entrusted to the local bridge/router when used, so this is not exclusive custody against that component. Existing router/bootstrap policy, resource limits and peer reachability remain. No live I2P traffic was generated.
