D04-GN: Yes
Rationale
The GNUnet v0.20.x handbook documents a per-user setup with user-owned configuration and services, and distinguishes peer public-key identity from underlying IP addresses and ports. CADET addresses the remote peer identity and a service port. A separate authorized per-user peer can therefore use its own key/store and ordinary UDP bindings without assigning a new host interface address.
Assessment method
Documentary selected-stack classification; no new network execution
Source context
Official specifications and versioned project documentation retrieved 2026-10-15; retained document hashes
Outstanding qualification
Credit per-user peer instances over already permitted UDP access. In a shared system-wide peer, ordinary CADET clients do not automatically obtain independent peer identities. Isolate configuration, keys and IPC/socket paths for separate instances. GNS egos and Messenger identities are excluded and are not evidence for this verdict. Optional privileged DNS/raw helpers are not added to the selected UDP composition. No new live GNUnet experiment is claimed.
