D04-CX: Yes
Rationale
The CCNx signing-key identifier is separate from the content name and forwarding attachment. LibPARC provides caller-selected key-store files and ECDSA key/signing operations. Together these support plausible user-owned additional producer identities over an already authorized face and prefix, without changing shared interface addresses or routes. The missing integrated codec witness is an implementation qualification task rather than an architectural requirement for administrator-issued identities.
Assessment method
Documentary plausibility of identity creation; explicit integration limitation
Source context
LibPARC user-owned key operations and CCNx identity/name separation
Outstanding qualification
Architectural plausibility, not a qualified executable. Previously inspected schema-v1 code leaves SetSigner commented out in DictionaryEncode and lacks ECDSA in automatic suite conversion. Those integration gaps remain; this verdict does not assert that the pinned application works unchanged. No runtime, interoperability or security audit was performed. Limited to producer signing identities and a preauthorized namespace/transport. Consumer trust in a new key remains separately configured; no right to another content prefix, authenticated consumer identity or complete unprivileged endpoint is implied.
