D04-AX: No
Rationale
Linux v6.12 NET/ROM nr_bind requires an existing local NET/ROM device address. Selecting a distinct arbitrary user callsign requires CAP_NET_BIND_SERVICE; otherwise the socket inherits the configured UID callsign or the node address. The UID association add/delete ioctls require CAP_NET_ADMIN. Thus an ordinary user cannot create and use additional independent user callsigns through this documented native NET/ROM path without per-identity administrative provisioning.
Assessment method
Source inspection; no new runtime or radio test
Source context
Pinned implementation source retained with SHA-256, 2026-10-15
Outstanding qualification
Scoped to the documented native Linux AX.25/NET/ROM path, not a theorem about every possible userspace radio implementation. AX.25-only permissive binding is not sufficient for the selected NET/ROM composition. Existing callsign use and socket creation are separate from new identity provisioning. No radio execution, regulatory conclusion or cryptographic-identity requirement is introduced.
