D02-IL: No

Rationale

The documented ILNP endpoint implementations modify the host kernel: the Linux prototype supplies a replacement Linux 4.9 kernel, and the FreeBSD implementation modifies the kernel networking stack. Unmodified application binaries do not imply an unmodified operating-system kernel.

Assessment method

Primary-source review and explicitly bounded composition inference; no execution

Source context

RFCs, project release evidence and OS interface documentation

Outstanding qualification

No for the identified implementations, including the documented FreeBSD release lineage; not a proof that a future userspace or stock-kernel implementation is impossible. D01 distinguishes routine user privileges from privileged installation.
