D02-HP: Yes

Rationale

HIPL documents userspace HIP with Linux BEET IPsec support included from kernel 2.6.27 onward, and separately documents selectable HIPv2 associations. Thus the HIP-control/ESP architecture has a documented Linux path using stock kernel networking features rather than a mandatory extra kernel module.

Assessment method

Documentary and source review; no new runtime execution

Source context

Primary specifications, retained implementation sources and deployment documentation

Outstanding qualification

Choose a general-purpose Linux kernel with required XFRM/ESP/BEET and crypto features enabled. This is the module-dependency boundary, not proof that the archived HIPL version implements every selected RFC 7401/7402/8046 and suite detail. E03 remains Pending. Android custom-kernel instructions are a separate platform, not this witness.
