D01-CG: Yes

Rationale

On documented Ubuntu/Debian hosts, HDTN implements contact-plan computation, BP/BPSec processing and TCPCLv4/TLS in userspace. Its TCP transport uses ordinary sockets, and endpoint examples use high ports and configured key files. Local route-plan computation does not require changing host IP routes. With preprovisioned networking, user-owned storage/keys and nonprivileged ports, ordinary endpoint operation is architecturally plausible without continuing elevated networking authority.

Assessment method

Documentary privilege-boundary plausibility; no new execution

Source context

Pinned HDTN Linux deployment and userspace transport/routing sources

Outstanding qualification

Documentary plausibility only. This is not a fresh UID/capability test or a complete executable SABR/BPv7 integration witness. Initial installation/network provisioning may require an administrator. Do not substitute the inspected ION TCPCLv3 adapter for selected TCPCLv4/TLS; HDTN and ION component evidence does not certify their integration. Keep complete-profile availability and exact metadata/security mapping questions in E03-CG. No raw-Ethernet, privileged-port or host-route administration is credited.
