C08-HP: Yes
Archived previous-definition assessment — revision 4.72. Retired in 5.73; excluded from the active matrix and counts. This historical verdict is not a current assessment.
Rationale
Ordinary IPv4/IPv6 transit forwards the selected HIP/ESP traffic using current reachability information. The protocol does not require a transit archive of final Host Identities or completed host communications.
Assessment method
Documentary bounded-witness and state inventory; no runtime execution
Source context
Primary forwarding, mobility and state specifications; selected-profile witnesses
Outstanding qualification
Use transit without optional packet capture, traffic-history logging or flow export. Endpoint HIP/ESP associations are not transit archives; live observation and deliberate recording remain possible. No implementation log audit or secure-erasure guarantee.
