C07-RI: Yes
Rationale
DTLS 1.3 retains encrypted inner-plaintext padding. Combined with the TLS 1.3 record-padding semantics, this allows optional padding to obscure useful-record sizes, satisfying the limited C07 mechanism-presence criterion.
Assessment method
Documentary mechanism inventory; no traffic-analysis experiment
Source context
Primary packet-format, signaling and padding specifications
Outstanding qualification
Padding policy and deployment are unqualified. Packet timing, addresses, total padded volume and fragmentation remain visible; DTLS does not protect RPL control messages. Measure correlation reduction and overhead before claiming effectiveness.
