Rationale
The selected AOS packet service exposes idle-only frames through the reserved VCID and idle-only packet zones through the First Header Pointer. Packet boundaries and lengths remain observable without SDLS. Thus regular framing and idle fill do not supply opaque cover traffic in this profile; no mix or separate traffic-analysis defense is selected. BPSec payload encryption leaves these outer indicators visible.
