Rationale
The selected ILNPv6 packet format carries source and destination Identifiers and Locators in the visible network header. The Identifier pair persists across Locator changes for an active communication, allowing a transit observer to associate the final peers by protocol fields.

Outstanding qualification
No IPsec or privacy tunnel is selected. Locally generated identifiers need not reveal a legal identity, but that does not hide the communicating pair under revised C06.
