C06-HP: No

Rationale

HIP ESP protects the payload, but the selected host-to-host data path transmits packets with the communicating hosts' source and destination IP locators in the outer IP header. An observer of that forwarding segment can associate the peer pair; replacing HITs with locators does not conceal that pair.

Assessment method

Primary documentary reassessment; no runtime test

Source context

Selected routing and HIP specifications

Outstanding qualification

This is a visible-header result, not a claim that an observer learns civil identities or encrypted application contents. Mobility can change locators, but does not hide the pair within each observed communication interval. No relay or anonymity layer is selected.
