Rationale
The selected ordinary QUIC handshake has publicly derivable Initial protection and recognizable protocol responses before mutual certificate authentication completes. No secret-gated camouflage transport is selected. Retry/address validation addresses spoofing and amplification, not protocol concealment. This is a scope inference, not a measured fingerprinting success rate or a claim that every probe receives a reply.
