C04-HP: No
Rationale
The ordinary HIP base exchange sends recognizable R1 puzzle, key and signature material before validating the initiator proof in I2. The selected profile has no secret-gated camouflage mechanism to conceal HIP from a reachable prober.
Assessment method
Documentary mechanism review; no active probing or runtime test
Source context
CCNx request-state semantics and HIP/DTLS handshake specifications
Outstanding qualification
The puzzle limits computational abuse; it does not conceal the protocol. Local policy can reject some I1 messages, so this is not a claim that every probe receives a reply. Pinned peer admission is not proof of pre-authentication protocol concealment.
