Rationale
RFC 9174 section 4.1 requires the passive entity to return a Contact Header before TLS after receiving one from the active entity. This public protocol/version exchange supplies a concrete uncredentialed probe distinguisher in the selected standard profile. Resource-admission safeguards do not hide that response.
