Rationale
RFC 8966 section 3.8.1.1 requires an update or retraction in response to a valid specific-prefix Route Request; wildcard requests can elicit a rate-limited table dump. The selected profile excludes Babel MAC/DTLS authentication and external filtering. A reachable link neighbor can obtain a recognizable control response without a secret credential. This does not make Babel control reachable from every Internet host; it establishes the absence of the tested probe defense on its actual access scope. IPv6 echo behavior is not needed for this decision.
