C02-RA: Pending
Rationale
The C06 counterexample concerns a member of the supporting routed DIF. It does not by itself settle C02: the first access intermediary can belong only to a narrower lower DIF and see a provider/core destination rather than the final host. Recursion changes the observation scope.
Assessment method
Observation-boundary review; no verdict change
Source context
IRATI recursive DIF and directory scope
Outstanding qualification
Trace the first intermediary in the complete selected Ethernet/Wi-Fi and mobility composition, including directory membership, enrollment and established forwarding fields. Determine whether its own decrypted state identifies the final destination. Do not substitute an arbitrary higher-layer transit observer for the first intermediary.
