Rationale
In basic NIP-01, the publisher's first relay terminates WebSocket sessions and sends matching events directly to subscribing clients. That relay observes those final recipient connections and network locators; the composition adds no onion-routing layer between relay and subscriber. Broadcast does not imply that the publisher knows the complete audience, nor that subscribers expose a civil identity.
