Rationale
In the documented DHT routing composition, a lookup recipient receives the final IPv6 target in tar. When that recipient is the first adjacent router, the final target is known to it despite encrypted transport. Thus the composition does not guarantee C02; this is not a claim that every switch sees every destination.
