C01-TS: Yes
Rationale
The same Tailscale destination IP remains usable when its device changes physical attachment. Direct-path discovery and DERP fallback can reach that registered destination through a new authorized path.
Assessment method
Primary documentation and explicit architectural inference; no runtime test
Source context
Tailscale service model and WireGuard protocol
Outstanding qualification
Credits overlay address continuity, not continuity of the public underlay IP. Policy, registration and available connectivity remain prerequisites.
