C01-SC: Yes

Rationale

Within one SCION AS, the complete ISD-AS/local-address tuple can remain unchanged when the destination loses one physical attachment and uses another administratively provisioned attachment. The selected IPv4 underlay can route the retained local host address through the alternative access. SCION inter-domain forwarding still targets the same AS, and its inbound forwarding derives the final underlay destination from the unchanged host address.

Assessment method

Primary documentation and pinned source review; no runtime experiment

Source context

SCION endpoint tuple and final underlay delivery; NIP-01 stable event retrieval

Outstanding qualification

Constructive composition witness: preserve the local IPv4 address on a persistent logical interface, the application's UDP port and the ISD-AS, with authorized routes through both accesses, weak-host reception and a usable return path. Route repair or administrative selection must reach the replacement physical interface. This relies on the selected IP underlay for intra-AS delivery; SCION does not itself supply intra-AS mobility. Merely selecting another AS ingress would be insufficient without this final-attachment configuration. Moving into another AS with a changed tuple is not covered. No autonomous endpoint route-origination authority, automatic arbitrary relocation, deadline or uninterrupted session is inferred; F23-SC remains No. No runtime experiment.
