C01-PN: Yes

Rationale

PRP separates participant identity from volatile carrier locators and paths. Lifecycle sections 3.1/3.4 and 7 permit multiple eligible paths and authenticated replacement bound to the existing relationship. A destination can therefore retain its participant identity reference while traffic uses an authorized path through another attachment after the original becomes unavailable.

Assessment method

Primary documentary reassessment; no runtime experiment

Source context

Pinned architecture/lifecycle source and ILNP experimental RFCs

Outstanding qualification

Architectural witness: the same destination identity reference, two usable authorized destination attachments, and an alternative path acquired and validated before the old path fails. No replacement application address, external name redirection or changed participant identity is required. Route selectors and trajectories may change. This does not prove discovery after all paths disappear, simultaneous movement, arbitrary filtering immunity or a carrier-specific handover implementation. The current worktree is pinned for semantic evidence; no new wire/HS2 integration acceptance is inferred.
