C01-NS: Yes
Rationale
At Nostr's selected content-retrieval boundary, the unchanged destination reference is the exact regular-event ID. After losing its old Internet attachment, the publisher can reconnect from another access and publish the same signed event through the configured relay pool. A reader's unchanged REQ ids filter can then retrieve that event without substituting its reference or following an external redirect.
Assessment method
Primary documentation and pinned source review; no runtime experiment
Source context
SCION endpoint tuple and final underlay delivery; NIP-01 stable event retrieval
Outstanding qualification
This is content reachability, consistent with the named-content interpretation used for NDN/CCNx and F29-NS, not direct routing to a live author by public key. Witness an event unavailable at the reader until the publisher reconnects and an accepting relay receives it, so recovery is not credited solely from an old cached copy. Both parties already know the selected relay pool; new WSS connections and REQ messages are allowed. Verify the returned ID/signature. Relay acceptance, retention and connectivity are required; no global relay discovery, inter-relay forwarding or subscription continuity is inferred. F23-NS remains No. No runtime experiment.
